R12: OIE: Expenses Upload Rates Program Fails to Import Rates with Message "Cannot create Standard Rate for Invalid Location Id" (Doc ID 2934353.1)

Symptoms

When trying to add a new location and per diem rate for 'Saint Lucia' to International Per Diem expense policy schedule for US (process is based on the OCONUS file upload), the Expenses Upload Rates log file shows:

Location Status : INVALID
City Locality : Saint Lucia

Cannot create Standard Rate for Invalid Location Id: XXXXX

 

 Steps:

1. A .txt file is prepared based on file with published OCONUS rates (downloaded from US .gov website).
2. File is placed under a certain path
3. Then go to: Internet Expenses Setup and Administration>>Internet Expense Setup, then click on "Request" menu and complete fields as follows:

        Rate type = OCONUS 

        Action = Update Schedule

        Data file = /path from step 2./{File name from steps 1-2}.txt

        Expense Category = Per Diem

        Schedule Name = Name_of_the_schedule

4. Click UPLOAD button

5. Two requests are launched:

     Expenses OCONUS Loader

     Expenses Upload Rates

6. Wait for them to successfully complete
