Symptoms
When attempting to to create expense reports, the following error occurs.

java.sql.SQLException: ORA-20001: APP-SQLAP-10000: ORA-20001: APP-SQLAP-10000: ORA-01422: exact fetch returns more than requested number of rows occurred in ValidateExpLineCustomFields with parameters (None passed.) while performing the following operation: Call custom validation hook for both core and pseudo descriptive flexfields occurred in ValidateReceiptLine with parameters (&PARAMETERS) while performing the following operation: Calling ValidateExpLine ORA-06512: at "APPS.APP_EXCEPTION", line 72 ORA-06512: at "APPS.AP_WEB_OA_MAINFLOW_PKG", line 707 ORA-06512: at line 1
STEPS

The issue can be reproduced at will with the following steps:
1. Log in to iExpense responsibility> Create Expense report
2. Provide required details and click on Next
3. Error occured
