The issue can be reproduced at will with the following steps:

1. Navigate to AP/AR/GL Localization responsibility.
2. Go to View > Request> Submit a new request.
3. Run 'EMEA:VAT Selection Process'.
4. Run 'EMEA VAT Allocation Process'.
5. Observe the 'EMEA VAT: Allocation Errors Listing Report' is triggered with error.
