R12: OIE: Unable To View Credit Card Transactions In Internet Expenses Setup & Administration

Symptoms
The Mastercard CDF3 Loader program loads the the credit card file from the vendor. However, when they go to Internet Expenses Setup and Administration responsibility customer is unable to view the transactions that were loaded. Why?
All the following tables have data populated for the request:
ap_credit_card_trxns_all
ap_cards_all
ap_card_details
However, there is no data in the iby_creditcard table for the same request.
This can be determined by running the following query:
This can be reproduced as follows:
1. Obtain a credit card file from the credit card company
2. Log on to Payables
3. Navigate to / Other / Requests / Run
4. Select the Credit Card transaction loader and validation program, e.g.
- MasterCard CDF3 Transaction Loader and Validation Program
- Visa VCF 4 Transaction Loader and Validation Program
- US Bank Visa Transaction Loader and Validation Program
5. Note the request id of the program.
6. Log into the Internet Expenses Setup and Administration responsibility
7. Navigate to the "Internet Expenses Administration" tab.
8. Query for credit cards created by the request
9. No data is returned
