Error "You are not allowed to create Order Line" When Adding a New Line on the Sales Order Form (Doc ID 2936065.1)

Symptoms

When attempting to enter a new order line on the sales order form,
the following error occurs.

ERROR
You are not allowed to create Order Line


The issue can be reproduced at will with the following steps:
1. Responsibility: Order Management Super User (or equivalent)
2. Navigate to: Orders, Returns > Sales Orders

Scenario 1:
a. Create new Standard Sales Order
b. Click on Line items tab
c. Shows error: You are not allowed to create Order Line

Scenario 2:
a. Queried and Opened existing Sales Order 1110225 in D10 instance
b. Click on Line Items tab and add a new line
c. Shows error: You are not allowed to create Order Line
