Symptoms

When trying to add an amount to an Approved Cost Budget, the following error is returned:

Budget was newly created

Steps to Reproduce:

1.  Project Super User
2.  Project's Budget and Forecast Tab
3.  Click on Maintain Version - Update the 'Approved Cost Budget'
4.  Select the Version Number and Click on Edit Button
5.  Enter the Amount and Click on Save Button
6.  Error Page is returned
