IN: Administration Charges Not Deducted In India Payroll

Symptoms
As per Indian government taxation law, administration charges are to be computed at 0.5% of Basic, which is not getting deducted in Payroll.
STEPS

The issue can be reproduced at will with the following steps:
1. Navigate to HRMS Manager > People Enter and Maintain > Assignment > Others > QuickPay
2. Run QuickPay or Payroll ( View > Submit a Request > Submit Payroll Request with required parameters )
3. On the QuickPay form go to View > Run Results
or Go to View > Assignment Process Results > Select the Run > View Results
