ECC V8 Receivables Command Center Incremental Data Load Program Runs for Hours and Never Completes (Doc ID 2937300.1)

When attempting to run Receivable Command Center Data Load - Full Load and Incremental Load, the process runs for hours and never completes.  The log file shows it is stuck at the following and never progresses:

Application Short Name -> ar
DataSet Key ->
Language ->
Trace Flag -> false
Force Create Flag ->
Last Run Date Identifier ->
Log Level -> ERROR
Running Incremental Load
JobId -> 4880890
status-> RUNNING
. . . . . . . . . . . . . . . . . .

Steps to Reproduce:

Responsibility: Receivables Manager
: Submit Request

  1. Submit the Receivables Command Center Data load with Load Type = Incremental.
  2. Submit the Receivables Command Center Data load with Load Type = FULL_LOAD.
