Using Purchasing, Version 12.2

Issue:
Servicing side Intergovernmental (IGT) Order approvals are not importing to the E-Business Suite (EBS)


Error:
Error occurred in PO_DOCUMENT_ACTION_PVT.do_approve for Mod: po.plsql.PO_DOCUMENT_ACTION_AUTH.approve:90:archive_po not successful - po.plsql.PO_DOCUMENT_ACTION_PVT.do_action:110:unexpected error in action call

Replication Steps:
The issue can be reproduced at will with the following steps:
1. EBS status: Oracle show the IGT order successfully went to G-Invoicing
   - Status is Pre-Approved, and Shared with Servicing
2. G-Invoicing (Treasury) shows that the IGT order is fully approved, Status is Open
3. Ran Intragovernmental Orders Interface Program…Requesting Agency pull
  - Request id process successfully complete
4. The import however still shows in Shared Mode vs Open mode
5. Reviewing the workflows - PO IGT Approval - it shows there has been a sync Error
  - An error has occurred in syncing servicing agency changes, reserving and approving the order
6. Reviewing thePO IGT Approval workflow - it is currently stopped on the Synch due to an error
