On 30-JAN, a user submitted the PRC: Generate Capitalized Interest Transactions for the month of Jan but then accidentally terminated the process.  Now a few projects do not have capital interest expenditures items generated for the month of January. 

Steps to Reproduce:

1.  Project Costing Super User
2.  Other | Request | Run
3.  Run the PACCINTG: PRC: Generate Capitalized Interest Transactions process and after it is started, hit the 'Cancel' button for the Process
4.  Expenditure | Expenditure Inquiry | Project and note there are no Capitalized Interest expenditures
