Goal

Why would the ADM: Purge Obsolete Projects process not purge all the expected expenditure item data and displays the below message?

Steps to Reproduce
----------------------

  1. Log into to a Projects responsibility
  2. Navigate to Purge Batches, then choose Enter Details
  3. Generate Details>Review Projects to select>Validate
  4. Navigate to Other > Requests > View
  5. Review the request output and log for the ADM: Purge Obsoleted Projects request
