Trying to create a new Request For Quotation-RFQ round  get an error message

1. Log into Sourcing Responsibility
2. Navigate to Negotiations> Advanced Search>RFQ
3. Create New Round
4. Error
5. Reviewing the fnd log file output find :An error in the procedure. Error at:1.0 Going to Start Copy Basic :100 :ORA-01403: no data found
