Actual:
Upon running the Encumbrance Trial Balance for Encumbrance Type: Commitment there is no Debits and Credits amounts returned
Submitting the Transfer Journals To General Ledger is ending in error.
Commitments are not being transferred to the General Ledger

Expected:
The expectation is to have Commitments transactions on Debits and Credits to be shown on the  Encumbrance Trial Balance report.
The Transfer Journal to General Ledger should be moving the commitments into the General Ledger.

Replication Steps:
The issue can be reproduced at will with the following steps.
1. Perform Purchasing transactions (Reserve Requisition and Autocreate and Reserve PO) in Purchasing responsibility
 - Submit the Transfer Journals to General Ledger concurrent program
2. Run Encumbrance Trial Balance report in General Ledger responsibility and verify the report output results.
 - The Commitment transaction for Feb-23 are not present
