Symptoms
When trying to upload xml output of ''CLE: Generate SAFT-PT Audit File XML Data'' program for Portugal on validator site, the file is being rejected with error.

Informa-re que os elementos de controlo do ficheiro apresentam diferecas, que impedem a sua submissao.
STEPS
-----------------------
The issue can be reproduced at will with the following steps
1. Navigate to AR Localization Responsibility.
2. Go to View>Request>Submit a new request.
3. Run the "CLE: Generate SAFT-PT Audit File XML" program.
4. Validate the Report by submitting it to the Tax Authority.
5. Observe the error.
