IR56 Form(s) failed Hong Kong Local legislation requirements

According to the ir56b_spec_e (Aug 2022) specification, to state the full English and Chinese names of the employee, such as H, K H, to add a comma after the English surname.

The issue can be reproduced at will with the following steps:
1. Login to Hong Kong HRMS Manager
2. View > Submit Request
3. IR56B: Annual Employer's Return Hong Kong (Full)
