G-Invoicing PA_CLIENT_EXTN_IGT_CUST.RETURN_MASS_PERF_ATTRIBUTES Hook is not Passing Value when Default Performance Role has no Email or Phone Number Setup in Default Performer Role. (Doc ID 2939428.1)

Symptoms

The project managers email address and phone numbers are not setup due to the number of those to maintain. With this condition the pa_client_extn_igt_cust.return_mass_perf_attributes hook is not passing value when using the client extension, it is only working when setup in the default performer role.

Steps to Reproduce:
-----------------
1) Created and unit tested advance order XYZ
2) Performed functions to set advance order to 'Open' status
3) There are two places from where the preparer details are getting checked
in the process flow.
     a) In Mass submit performance program
     b) While creating advance performance lines in PA_APPS_PERF_OBLIGATION_PVT.
4) If the preparer details from Mass submit program are not found, immediately, it should check for the same details from custom hook.
5) If custom hook has the preparer details, then the check in perf_obligation_pvt package will not be done.
6) But if the preparer details are not found in custom hook as well, then the program will raise error notification.
