Element with Valid Link not Available in List Of Values (LOV) of Adjust Balance and Element Entries Forms (Doc ID 2939699.1)

Symptoms

For an employee, element with valid link, is not available in the list of values (LOV) in Adjust Balance and in Element Entries forms.

The issue can be reproduced at will with the following steps:
1. Responsibility: HRMS Manager.
2. Navigate to People > Enter and Maintain > Assignment > Others > Adjust Balance or People > Enter and Maintain > Assignment > Element Entries.
3. Set the effective date to the required date.
4. Unable to find the element with valid link in the list of values.
