PRC: Process Mass Submission Performances for G-Invoicing is not picking up the performance obligations

Steps to Reproduce
----------------------

1. Create the General Terms and Conditions (GT&C)
2. Create the performance order
3. Associate the project and task
4. Submit the agreement
5. Submit PRC: Process Mass Submission Performances for G-Invoicing
6. The performance is not selected and processed as expected.
