"Increment Progression Points" Concurrent Program Picking Up Ex-employee For Next Step Value When Final Process Date is Blank (Doc ID 2942117.1)

Problem Statement:

While running the 'Increment progression Points' concurrent process, it is observed that Ex-employee assignments are being picked up for processing when Final Process Date is Blank 

Steps to Reproduce:

The issue can be reproduced at will with the following steps:

1. Login to HRMS Manager Responsibility

2. Navigate to People--> Enter and Maintain.

3. Click on View -> Requests-> Select the Program 'Increment progression Points' program'

4. Enter the Effective Date and submit the Program 

5. Once program completed click on "View log" button, We can see Ex-Employee record also showing with Old and New Next Step Values which is not supposed to show

Note: Observed that if the Final Process Date is given in the termination form then those employees are not picked up.
