Symptoms
When trying to add a new BOE Agent code, the system is throwing an error message.
ERROR

APP-JA-460297: Duplicate Agent Code.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to India Local Payables responsibility.
2. India Localization-> Setup-> Others-> BOE Agent.
3. Enter a new BOE agent code.
4. Try to save the record.
