When using the PA_AGREEMENT_PUB.add_funding to add funding for an agreement that has never been approved a meaningful error is not displayed.

Steps to reproduce:

1. Connect to SQLPLUS from APPS user
2. Run custom script calling the PA_AGREEMENT_PUB.add_funding API
3. Notice the error message on script output
