Order Line Split Is Not Happening During Reschedule Activity When Ordered UOM Is Not Primary UOM

Symptoms
ACTUAL BEHAVIOR
When secondary UOM is used on order line - and order line is re-scheduled the splitting of order line does not take place based on available on hand qty.
EXPECTED BEHAVIOR
During re-scheduling of order line - the order line should get split based on available on hand even if secondary UOM is used on order line
STEPS
The issue can be reproduced at will with the following steps:
1. Go to Oracle Applications
2. Go to Order Management Super User responsibility
3. Navigate to menu path > Order, Returns > Order Organizer > Scheduling
4. Query an item having secondary UOM on order line which is booked and not picked
5. Check if there is partial available on hand qty for the order > un-schedule and reschedule the order line
6. Because line has secondary UOM - the order line is not split and partial qty is not reserved and scheduled with an earlier available date
