On : 12.2.10 version, Contracts Repository
After applying Patch 31289883:R12.OKC.C, repository contract approval errors out for voting type First Responder Wins.

ORA-20002: 3124: Process 'APPROVAL_NOTIFICATION' for item 'OKCREPMA/XXX' is not active
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create AME approval group with voting Type as First Responder Wins.
2. Create a repository contract and submit for approval
3. Login as any one approver and approve the contract
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot use First Responder approval rule.
