"More Information" Updated OR Answered by Proxy Users Not Displaying in the "Action History" for the SIT Notifications (Doc ID 2943017.1)

Symptoms

"More Information" updated or answered by Proxy users not displaying in the "Action History" for the SIT notifications.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login applications with self service responsibilities
2  Submit the SIT transaction Request for approval from User "Submitter"
3. Login with 'Approver 1' and 'Approver 2' and approve the request.
4. Login with 'Approver 3' and request "More Information" to some other user who us not in the "approval hierarchy" Say " Other Approver 4"
5. The "Other Approver 4" has the proxy user say "Proxy user" for "Other approver 4"
6. Login with "Proxy user" and switch to "Other approver 4"
7. Click on the more information Request and answer the request with some comments. Then Submit.
8. Check the Notification history of the Original transaction and do not see the proxy user details in Action History. 

Note:1. This works if directly "Other approver 4" is answering the request instead of proxy.
        2. This could be the same for other SSHR transactions, Example Absence, EIT and etc.
