Single Touch Payroll Archive 2022 program running longer than expected.

This behavior is observed after applying Patch 34651206

Steps to Reproduce:
The issue can be reproduced at will with the following steps:

1. Apply Patch 34651206

2. Login to AU HRMS Super User

3. View > Requests > Submit Request

4. Run Single Touch Payroll Archive 2022

5. Observe performance issue
