OTM Custom Actions on Action Definition 'RUN_AGENT_GTM_CONTACT' Is Unavailable for Tagging on GTM_CONTACT Screensets

Symptoms
Customer has created Custom Actions based on Action Definition RUN_AGENT_GTM_CONTACT. Now, they are trying to add that on a Custom screenset copied from PUBLIC screenset GTM_CONTACT.
However, on those custom screensets when they are trying to add the action created in the above step- it is showing There are no available actions to add.
One can face the same challenge if the custom action is created on action definition as RUN_AGENT_CONTACT and trying o map that on a screenset based on GTM_CONTACT_SCREENING_BOARD or GTM_CONTACT.
