Changing The Hire Date For An Employee Creates Unwanted Element Entries With Effective Start Date as Previous Hire Date

When correcting the hire date by updating latest start date for an employee who was an applicant before the initial hire date is creating unwanted element entries with previous hire date .
The issue can be reproduced at will with the following steps:
1. Navigate to HRMS Manager > People Enter and Maintain > Query the employee
2. Hire an Applicant on any date
3. Navigate to HRMS Manager > People Enter and Maintain > Query the employee and change his/ her Latest Start Date to a later date
4. Go to Element Entry -> Date track to a day before to the revised hire date -> elements entries exist from previous hire date till the effective date
