PAPAYIMP: PRC Process Payroll Actuals Negative Amounts Will Not Process Due To RC24 Exception (Doc ID 2943291.1)

Symptoms

Running PRC: Process Payroll Actuals rejects transactions with negative amounts with an RC 24 exception reason.
RC 24 exception meaning: One or more payroll amounts are not distributed because the amounts are negative with no specified adjustment period and the pay element is not enabled for miscellaneous transactions.

This rejection will also be accompanied with the rejection code RC 85 - One or more pay elements are already rejected for the employee.

Users need to be able to import negative amounts related to negative accruals using expenditure types other than miscellaneous. It is necessary to process payroll with negative amounts with expenditure types that are the same as the expenditure type used on timecards with the positive amounts.

Steps to Reproduce

1. Log into a Projects responsibility
2. Navigate to Others > Concurrent > Run
3. Submit PRC: Process Payroll Actuals
4. Review Process Payroll Actuals Exception Report in Output.
