Create Hierarchy from Hierarchy screen in Hierarchy workbench is Not Possible.


EXPECTED BEHAVIOR

There should be an option to create hierarchy from the hierarchy screen as well, as it was there with Adobe.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1 Navigate to Site Management Super User responsibility -> Hierarchy -> Hierarchy Workbench
2 No way to create a hierarchy from this screen, but it was there with Adobe.
