After Changing To Daylight Savings Time Concurrent Programs Are Submitted One Hour Later in Central European Time (CET) Timezone

Symptoms
On : Production, 12.2.9 version, Reports
User Preference is set as Central European Time (CET) timezone in the profile options form.
Programs were scheduled to run at 12:02:02 time daily in the Request Run (FNDRSRUN) form.
Daylight Savings Time changed for Europe on 26-MAR-2023.
After the change, programs are now scheduled to run at 13:02:02 time.
Business does transactions in CET time and needs to use the CET time.
This is affecting all programs.
Steps to Reproduce:
1. Log into E-Business.
2. Navigate to System Administrator responsibility -> Request -> Run -> Single Request -> Query program name.
3. Schedule program to run Daily at 12:02:02.
4. Select Ok.
5. Submit request.
6. Navigate to Requests ->Find -> Select the program name -> Select the View Details button.
7. Review the Date Submitted field in the form to see the submission timestamp.
