ACTUAL BEHAVIOR

Hierarchy Workbench - Edit header to have a fixed position

Earlier edit pane header in the Hierarchy Workbench screen used to be in a fixed position. So if you tried to drag or scroll a site down in the list within the edit pane, the header would remain on top at all time. Now the edit pane header will disappear if you use the scrollbars and scroll down in a edit pane list.

EXPECTED BEHAVIOR

edit pane header should NOT disappear.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1 Navigate to Site Management Super User -> Site Home -> Hierarchies -> Hierarchy Workbench
2 Add hierarchy in the Hierarchy list and drag it to Edit Pane
3 Scroll down to the bottom of the hierarchy in Edit pane
4 Header "Edit pane", disappears as it goes somewhere up.
