Ship Fulfillment (CSICSOFL) Transactions are Stuck in Error With Blank Error Message (Doc ID 2944442.1)

On 12.2.9,

Ship Fulfillment transactions are stuck with PROCESSED_FLAG = E in csi_txn_errors table and there is no error message populated.
Issue is happening for orders created with a UOM different from primary UOM defined for item and no UOM conversion is defined.

1. Create a sales order with a different UOM from the one setup for the item and proceed till fulfillment.
2. Interface to Install base by running Interface Install Base Lines program
2. Fulfillment transaction is stuck in csi_transactions_interface and csi_txn_errors with NULL error message

Business Impact
Transactions are ending in error but blank error messages are making it difficult for users to understand and fix the issue
