BI PUBLISHER: DATE And TIME From BIP Template Does Not Print For XMLP_GUEST USER (Doc ID 2944472.1)

Symptoms

When running report in BI Publisher with XMLP_GUEST the xdo values do not print eg. date and time. However works fine when login with user ex: weblogic.

Steps to reproduce the issue:

1. Login to BI Publisher 12c and Navigate to Guest folder with weblogic user, Create a report under it and add date and time using xdo values
2. Run report. It shows the date and time at footer of generated report
3. Logout, and click on GUEST at login page. Ensure you enabled GUEST under Administration > Security Tab
4. Access the report. Report load fine except date and time missing
