Symptoms
On : 12.2 version, Workflow Builder
When attempting to use Workflow builder to connect to EBS in the cloud which uses plugable,
the following error occurs.
RDBMS version 19c
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Migrate EBS to OCI and upgrade database to 19c
2. Install WF Builder in the client
3. Try to connect to the database
