JBO-25013: Too Many Objects Match The Primary Key When Attempting To Assign A New LE To A Primary Ledger (Doc ID 2945547.1)

Symptoms

When attempting to assign a new legal entity to the primary ledger, the following error occurs.

ERROR
-----------------------
oracle.jbo.TooManyObjectsException: JBO-25013: Too many objects match the primary key oracle.jbo.Key[<configuration id> SECONDARY <ledger id> <ledger name> INTER_ASSG ].


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
 1. Navigation: GL Super user -> Setup -> Financials -> Accounting Setup Manager -> Accounting Setups
 2. Create new LE
 3. Attempt to assign it to the primary ledger
