While Opening General Ledger Command Center , getting below error.

ECC Data Load Job Log Showing below error.

Job failed with error code:Invalid state: Trying to run data load for a dataset that seems to be empty.
Full load (with reset) must run before running any incremental load flow.

The issue can be reproduced at will with the following steps:
1. Log into the General Ledger Responsibility.
2. Open General Ledger Command Center Function.
