Symptoms

When running the the pa_interface_utils_pub.set_global_info API, occasionally the error 'You do not have access privileges for the selected Operating Unit. Please consult your system administrator for the API.' Is encountered.

The issue only happens occasionally in the production environment and is not reproducible in a test environment.

Steps to Reproduce
----------------------
1. Create custom program to use the PA_AGREEMENT_PUB.update_agreement API

2. Use the following API call to set the API Global settings

3. Program will error intermittently with the error 'You do not have access privileges for the selected Operating Unit. Please consult your system administrator for the API.'
