Unable To Update Operating Unit For Existing Charge Lines Using Charges API "CS_Charge_Details_PUB.Update_Charge_Details" (Doc ID 2945932.1)

Not able to update org_id using update_charges public API  CS_Charge_Details_PUB.Update_Charge_Details.When trying to do so get the following error:

'API Error (Update_Charge_Details): Cannot update the operating unit for this charge line.API Error (CS_CHARGE_DETAILS_PVT.Update_Charge_Details): &TEXT.'


STEPS
-----------------------
The issue cannot be reproduced but can be observed with the following steps:
1.Login to Applications with Service responsibility
2.Navigate to Others >Profile System Values
3.Set Profile " Service:Allow Charge Operating Unit Update" to Yes
4.Try to update the org_id of a charge line through CS_Charge_Details_PUB.Update_Charge_Details API
