Symptoms
ACTUAL BEHAVIOR

In certain cases, after accessing the accounting setups manager and querying a ledger to which a legal entity has been assigned, it is noticed that said ledger does not show the OU and/or the Intercompany setup steps.
EXPECTED BEHAVIOR
------------------------
The OU and the Intercompany setup steps should be displayed for a ledger that is associated with a legal entity.
This expected behavior is confirmed by the Oracle Financials Implementation Guide which states the following:
"If using an accounting setup that has legal entities assigned, the Operating Units step will be displayed. The status for this step will be Not Started."
"If using an accounting setup that has legal entities assigned and balancing segment values have been assigned to the legal entities, the Intercompany Accounts step will be displayed."
STEPS

The issue can be reproduced at will with the following steps:
1. Navigation: GL Super user -> Setup -> Financials -> Accounting Setup Manager -> Accounting Setups
2. Query a ledger to which a legal entity has been assigned
3. Notice that the OU and/or the Intercompany setup steps are missing
