GLTTRN Translation Program Completes But No Balances Are Translated The Log Shows Message 'TTRN0015: No records found in phase 1 of translation' (Doc ID 2946775.1)

Symptoms

Running translation for a specific ledger, currency and balancing segment value (BSV) translation program is completed with success but is not actually translating the balances.

The following is seen in the log file:
TTRN0015: No records found in phase 1 of translation. Proceeding to Phase 2
TTRN0005: Phase 2 translation is not necessary
SHRD0019: GLTTRN - process exiting after successful execution.

STEPS TO RECREATE THIS ISSUE
-----------------------------------------
1) Using General ledger responsibility.
2) Navigate to Currency -> Translation.
3) Enter the ledger, specific value of 'XXX' target currency of 'YYY' and select the translate button.
4) Review the complete concurrent request log that shows translation was not run as expected.

This has worked in the past and Translation has actually been run for this period, ledger and BSV before with success.
