Symptoms

On : 12.2.11 version,

Customer is having issues making changes in in GERMANY Region.
When trying to update any (sub)region they are receiving the error message below.

Also when adding a sub region with postal code from 00000 to 00001 we receive the same error.

Customer suspects it to a be a bug or because they have a  weird second GERMANY Parent region setup

STEPS

The issue can be reproduced at will with the following steps:


1.Responsibility : Oracle Order Management
2.Navigate to Shipping
3. Setup -> Shipping -> Regions and Zones -> Regions and Zones
4.Query for Country Code ‘DE’, select the first line and click on ‘Sub-Regions
5.This opens the list of sub regions
6.Scroll down to Zip codes-> Decrease a ‘To’ code unable to change zip code to from 936 to 935
7.Try to save-> error appears, even though there is no overlapping sub region:

8. Customer displayed screen shot states this might be due to the fact that there is a second parent DE region set up:
