FND_USER_PKG Rest Deployment Only Deploys 10 Operations At a Time When FND: Enable Rich Table Interactions Is False (Doc ID 2948259.1)

When deploying a REST service such as FND_USER_PKG, which has more than 10 operations, data is displayed in a table of maximum 10 records and a next button to reach the next page.

After selecting ALL records in ALL pages and clicking the "Deploy" button, only the current page gets deployed.

That is, if the first page is selected at the time the "Deploy" button is pressed, the first 10 operations of  FND_USER_PKG are deployed, but not the rest.

If the second page is selected, only the last 6 operations are deployed.

It shoud deploy all operations

The issue can be reproduced at will with the following steps:
1. Log in to ISG as sysadmin
2. Navigate to Integrated SOA Gateway -> Integration Repository
3. Search for FND_USER_PKG
4. Click "User" then "Rest Web Service"
5. Undeploy.
6. Give it a new service alias. e.g: test
7. Notice the "Service Operations" table does NOT have a scroll bar. Instead, it shows 1-10 of 16 and a next record button.

8. Click/checkbox labeled "POST" after FND_USER_PKG.
9. Notice ALL 16 operations get check marked (expected) . Confirm this by clicking Next .
10. Click Deploy.
11. Only the current page , in this example the last 6 records, gets deployed.
