The Material Status cannot be modified. Pending Transactions exist for this Locator

Symptoms

Unable to inactivate a Inventory Locator due to error that Pending transaction exist.

ERROR

The Material Status cannot be modified. Pending Transactions exist for this Locator.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Inventory > Setup > Organizations > Subinventories > Query for subinventory
2. Click on Locators > Try to inactivate the locator > See error on the form
