Autoinvoice Import (RAXTRX) / Auto Invoice Master program (RAXMTR) fails to interface invoices with 'TP TAS/BETC must be provided for Federal Customers'

Errors: 1) TP TAS/BETC must be provided for Federal Customers

Steps to Reproduce -
----------------------

  1. Log into an Oracle Receivables Responsibility
  2. Navigate to Interfaces > AutoInvoice
  3. Submit AutoInvoice Import
  4. Review program output to see exceptions
