WIP Forms Do Not Display Instances After the ASsociated Emplyees Have Been Updated In HR. (Doc ID 2948924.1)

On WIP - Oracle Work in Process 12.2.9 version, Workstation

ACTUAL BEHAVIOR
--------------------------
When employees get updated in HR (Human Resources) People Enter and Maintain form, employees get a new effective_start_date (in table per_all_people_f).
This effective_start_date is now different (later than) from the effective_start_date of resource assignments (bom_resource_employees table).
Because of this, the resources LOV is not longer displaying the resource associated to an updated employee.

EXPECTED BEHAVIOR

Expecting the update of the employee not to influence the resources LOVs from Discrete Workstation or from the job's Instances.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. [R] Human Resources Manager
2. [N] People > Enter and Maintain form
3. Query the employee that is associated as an instance to a resource.
4. Update the employee definition and Save.
5. [R] Work in Process
6. [N] Discrete > Discrete Workstation
7. Query for the resources.
8. The resource associated to the problematic instance (employee) is no longer being displayed.
