CreateUpdateHierarchyService_CreateHierarchyCoarse Failing To Create Hierarchy With Sysdate (Doc ID 2949098.1)

Symptoms

On : 12.2.10 version,

ACTUAL BEHAVIOR
---------------
API CreateUpdateHierarchyService_CreateHierarchyCoarse failing to create hierarchy with Sysdate.

User is calling this API to create hierarchy, but when they are passing the parameter value for "hierStartDate" as sysdate, API is throwing error. When we pass this parameter value as 2 minutes more to the sysdate, then the API gives success, but then the hierarchy created appears as "Inactive" in the hierarchy workbench.

User needs the hierarchy created as "Active" as soon as it is created. 



STEPS

The issue can be reproduced at will with the following steps:
1. Using API CreateUpdateHierarchyService_CreateHierarchyCoarse by passing paremeter value for “hierStartDate” as sysdate without any timestamp.
