Goal

When a drop ship sales order is booked, order holds are applied to the order headers.
After manually released the hold, the workflow line does progress, but the workflow is stopped at Purchase Release Eligible in Notified status
If manually progress the line, the workflow progresses as expected and a record is inserted into the requisition interface table.

Expects that the line's workflow will progress after the hold is released.
