Applying hrglobal driver with patch 35264288 fails when running FNDLOAD on pyinele.ldt with below message

ERROR

Error loading seed data for PAY_ELEMENT_TYPES_F: ELEMENT_NAME = Tax on Bonus, EFFECTIVE_START_DATE = 2005/04/01, EFFECTIVE_END_DATE = 4712/12/31, BUSINESS_GROUP_NAME = , LEGISLATION_CODE = IN, ORA-20001: PAY_34151_ELE_NO_DATE_UPD:



STEPS

The issue can be reproduced at will with the following steps:
1. Apply patch 35264288
2. Run hrglobal driver
3. Error occurs
