When Awarding a Solicitation, the IDV Does Not Show Up in IDV Reference of "Complete Award" Page (ponCompleteAward2PG)

ACTUAL BEHAVIOR
---------------
At the 'Complete Award page' following the creation of an 'Award by offer', the field IDV reference does not show any information related to the internal IDV.
Also attempting to click list of values to enter the information, it does not return any values.
EXPECTED BEHAVIOR

The field IDV reference should display the related IDV for the supplier in the 'Complete Award page'
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
a. In Purchasing responsibility > BWC, create IDV without lines for a recently created solicitation# PS12345 and submit it for approval
b. Proceed to Sourcing responsibility and create a Surrogate Offer for the supplier (solicitation# PS12345)
c. Create an offer (Award by offer)
d. Complete Award and submit
e. In resulting page 'Create Outcome Document (Solicitation PS12345)' -- ponCompleteAward2PG, under the award details section, the field 'IDV Reference' is blank
