ECC Managed Server Stuck In Starting Status Post OS Patches and Error in ecc.log "could not get tags from node abc.com:7103_core_ecc java.lang.NullPointerException: null" (Doc ID 2949636.1)

Symptoms

Post OS patches, ECC managed server not starting, the status is stuck STARTING status.

As part of regular OS patches, ECC production servers were updated with OS patches. While starting the ECC instance using StartALL.sh, it is starting ECC admin console, zooker but managed server stuck at starting status.

The issue can be reproduced with the following steps:
1. Stop ECC services
2. Apply OS patches
3. Start ECC using startALL.sh, could see ecc_managed server stuck in starting status
